Cairo comes off as calm and collected to those around him, but he's always watching, always listening. More than anything, he seems fascinated by Nera, but not in a way that could be seen as innocent. His uniform very clearly is one of Team Rocket's, just with the logo decal ripped off and replaced with Cynic's decal... suppose he doesn't really care who knows. He arrived in ReignsRest prior to the fog's descent and now that it's come about, he's uneasy - perhaps because he can no longer communicate with his team back in Kanto. Alas, not being able to report back won't stop him from doing his job and researching about the peculiarity of the Nera and, more importantly, its affect on Pokemon.
