A seemingly cheerful and flirtatious man, not much is known about him and to many it feels like he just appeared after the fog. He tends to view the people around him as pawns to be manipulated and takes great joy in doing so. He might spend year subtly messing with someone just to watch how they would dance in his palm while never even realizing they were ever dancing to begin with.

All this is done while he outwardly is polite and respectful. He doesn't show the public any real reason not to trust him, but no matter how kind he acts though many note that he just givs them an 'off' feeling.
