Born and raised in Rivertide Rue ended up finding himself growing up under the guidance of Cedric (T-219). While Cedric would occasionally become involved with more questionable work Rue kept to the sidelines and served largely as Cedric's eyes and ears on the streets. He tries to keep his hands clean, his head down, and work hard as a caretaker. Sometimes he works in aid of the Elderly, other times it's children or pokemon.
