Mera got her mechanical arm banged up in that dangerous mission accident she had.  She was looking around when she ran into Nori.  Nori used to upkeeping all the cybernetics in their body, and fixing any suspicious dents and scratches after certain jobs, figured it would be an easy job for some quick cash.  Nori offered a cheaper price than most repair shops, so Mera agreed to a passable job at a fair price.

Meanwhile Link is just interested in Nori's work.
