Low-frequency electricity of opposite charges rushes to the twin fangs of the pokemon. When both fangs come into contact with an object, the charges connect to create a sizable electrical current through the object. The move increases power with friction, requiring a motion akin to nuzzling, where the move itself gets its name. The shock generated is enough to paralyze living opponents (if they are not electric-type). In the wild, this move is often used quickly to inhibit the aggressor before running to avoid conflict.
